The mayhem that Hurricane Harvey unleashed on Houston didn’t only come from the sky. On the ground, it came sweeping in from the Katy Prairie some 30 miles west of downtown.
For years, the local authorities turned a blind eye to runaway development. Thousands of homes have been built next to, and even inside, the boundaries of the two big reservoirs devised by the Army Corps of Engineers in the 1940s after devastating floods. Back then, Houston was 20 miles downstream, its population 400,000. Today, these reservoirs are smack in the middle of an urban agglomeration of six million.

One week after it became the site of the deadliest mass shooting in modern Texas history, the First Baptist Church in Sutherland Springs reopened to the public on Sunday.
Instead, 26 handcrafted chairs marked locations where worshippers were fatally shot. Each chair had a name inscribed on the backrest, and a red rose. An audio recording of scripture readings by church staff played on a loudspeaker.
The scene of an unspeakable crime had been transformed into a moving tribute to those who lost their lives.

A judge on Thursday declared a mistrial in the bribery trial for Sen. Bob Menendez (D-N.J.).
U.S. District Judge William Walls in Newark, New Jersey, declared the mistrial after a jury remained deadlocked after several days of deliberation.
“We cannot reach a unanimous decision,” jurors wrote Thursday in a note to Walls, according to The Washington Post. “Nor are we willing to move away from our strong convictions.”
Prosecutors can attempt to retry the case.
Menendez was indicted earlier this year on 14 charges, including public corruption. He was accused of accepting gifts and donations from Dr. Salomon Melgen, a Florida ophthalmologist, in exchange for helping the doctor challenge Medicare reimbursement charges.

Medical researchers and government health policymakers, a cautious lot, normally take pains to keep expectations modest when they’re discussing some new finding or treatment.
They warn about studies’ limitations. They point out what isn’t known. They emphasize that correlation doesn’t mean causation.
So it’s startling to hear prominent experts sound positively excited about a new shingles vaccine that an advisory committee to the Centers for Disease Control and Prevention approved last month.
“This really is a sea change,” said Dr. Rafael Harpaz, a veteran shingles researcher at the C.D.C.
Dr. William Schaffner, preventive disease specialist at the Vanderbilt University School of Medicine, said, “This vaccine has spectacular initial protection rates in every age group. The immune system of a 70- or 80-year-old responds as if the person were only 25 or 30.”

A bipartisan group of senators Thursday unveiled legislation to improve background-checks for gun sales, a narrow measure that attempts to address the recent spate of mass shootings.
The bill represents an incremental update to existing law but has the best chance of any effort to pass through Congress in recent years, with the weight of support from senior Senate Republicans behind it and no public opposition from the gun lobby.
The bill, crafted by Sens. John Cornyn, R.-Texas, and Chris Murphy, D-Conn., would attempt to better enforce current law and strengthen the National Instant Criminal Background Check system to ensure all background check information is uploaded.

Twenty people have accused Kevin Spacey of “inappropriate behavior” during his tenure at a London theater.
The Old Vic theater on Thursday released findings from an investigation into Spacey’s time as artistic director, a position he held from 2004 to 2015. The review, which was conducted by an external law firm, comes amid a wave of sexual misconduct accusations against the actor.
The nearly two-week investigation turned up 20 alleged incidents relating to The Old Vic between 1995 and 2013. All but two occurred before 2009, according to the theater.
In all but one case, individuals alleging “inappropriate behavior” by Spacey did not come forward at the time or asked that no formal action be taken, according to a press release issued by The Old Vic. None of the individuals who made allegations against Spacey said they were minors at the time of the incidents, according to the theater, and most shared their testimonies with investigators “on the promise of anonymity.”
