A panel of federal judges ruled Friday that Ohio’s congressional districts were unconstitutionally drawn by the Republicans for their political advantage, and it ordered a new map for the 2020 elections.
The ruling, if it stands, could prove an important victory for the Democrats, who are hoping redrawn boundaries will not only help them pick up House seats but also energize voters and boost turnout in this longtime battleground state, helping them defeat President Donald Trump. Republican officials said they would appeal.
The panel unanimously declared the current map an “unconstitutional partisan gerrymander,” saying the GOP-controlled Ohio Legislature put the Democrats at a disadvantage by packing lots of them into four districts and scattering the rest across the remaining 12.

Authorities in southern Louisiana are investigating a string of “suspicious” fires at three African American churches in recent days.
During a news conference Thursday, Fire Marshal H. “Butch” Browning said it wasn’t clear whether the fires in St. Landry Parish are connected and he declined to get into specifics of what the investigation had yielded so far but described the blazes as “suspicious.”
“If you’re going to turn to a house of god, turn to it for resurrection,” he said.
State Fire Marshal’s spokeswoman Ashley Rodrigue says all three churches have African American congregations. She said all possibilities on the cause and potential motives are being investigated.

A bipartisan group of political figures appealed to Gov. Scott Walker on Thursday to avoid staining his legacy and behaving like a sore loser by signing legislation that would weaken the powers of the Democrat who defeated him.
Rather than notching another partisan victory in his final weeks in office, they said, Walker should think bigger. Think of your recently deceased father, they pleaded. Think of former President George H.W. Bush. Think of Christ.
“You can have a long, successful career ahead,” longtime Republican and major GOP donor Sheldon Lubar wrote to Walker in a deeply personal email. “Don’t stain it by this personal, poor-loser action. Ask yourself, what would my father say, what would the greatest man who ever lived, Jesus Christ, say.”

Puerto Rico has conceded that Hurricane Maria killed more than 1,400 people on the island last year and not just the 64 in the official death toll.
The government acknowledged the higher death toll with no fanfare in a report submitted to Congress this week in which it detailed a $139 billion reconstruction plan for the island.
That quiet acknowledgement was first reported Thursday by The New York Times.

Hillary Clinton’s campaign is increasingly preparing for the possibility that Donald Trump may never concede the presidential election should she win, a development that could enormously complicate the crucial early weeks of her preparations to take office.
Aiming to undermine any argument the Republican nominee may make about a “rigged” election, she hopes to roll up a large electoral vote margin in next month’s election. That could repudiate the New York billionaire’s message and project a governing mandate after the bitter, divisive presidential race.
Clinton’s team is also keeping a close eye on statements by national Republican leaders, predicting they could play an important role in how Trump’s accusations of electoral fraud might be perceived. That’s according to several Clinton campaign aides, who spoke on condition of anonymity because they were not authorized to publicly discuss internal strategy.

President Vladimir Putin probably approved a plan by Russia’s FSB security service to kill a former agent-turned-Kremlin critic who died after drinking tea laced with radioactive poison, a British judge said Thursday in a strongly worded report that led Moscow to accuse Britain of souring bilateral relations.
Judge Robert Owen, who led a public inquiry into the 2006 killing of Alexander Litvinenko, said he was certain that two Russian men had given Litvinenko tea containing a fatal dose of polonium-210 during a meeting at a London hotel.
He said there was a “strong probability” that Russia’s FSB, successor to the Soviet Union’s KGB spy agency, directed the killing and that the operation was “probably approved” by Putin, then as now the president of Russia.

Islamic militants stormed a university in northwestern Pakistan on Wednesday, killing at least 20 people and triggering an hours-long gunbattle with security forces in an attack that echoed a horrifying assault by the Taliban a little over a year ago on a nearby army-run school.
The attack began shortly after classes started at the Bacha Khan University in Charsadda, a town 35 kilometers (21 miles) outside Peshawar, said Deputy Commissioner Tahir Zafar. The school may have been targeted because it is named for a late secular icon.
The attackers climbed over the back walls of the university and shot at a security guard before making their way to the administration building and the male students’ dorms, police official Saeed Khan Wazir said.
