Believing that Islamic State captives held on a compound in northern Iraq faced “imminent mass execution,” dozens of U.S. special operations troops and Iraqi forces raided the site Thursday, freeing approximately 70 Iraqi prisoners in an operation that saw the first American killed in combat in the country since the U.S. war against IS began in 2014, officials said.
The raiders killed and captured a number of militants and recovered what the Pentagon called a trove of valuable intelligence about the terrorist organization.
The U.S. service member who died was not publicly identified pending notification of relatives. Officials said this was the first American combat death in Iraq since the U.S. began its counter-IS military campaign in August 2014.

House Speaker John Boehner (R-Ohio) summed up the feelings of his soon-to-be-former colleagues in one line: “Well, that was a surprise.”
He then moved to adjourn the meeting that had been called to elect a new speaker, a vote that was presumed to be a lock for House Majority Leader Kevin McCarthy (R-Calif.). Instead, McCarthy had used his time before the GOP conference to say he was withdrawing his name.
“He asked for the floor, and it was a two-minute speech,” said Rep. Robert Pittenger (R-N.C.). “He said the country is asking for a new face, new leadership, and he said I’m going to pull out. I’m not the right person for this job. I think we’re all in shock.”

House Speaker John Boehner (R-Ohio) will resign from Congress at the end of October, his office announced Friday.
In a statement, Boehner’s office said that he had only planned to serve in Congress until the end of last year, but changed his plans when former House Majority Leader Eric Cantor (R-Va.) lost his seat.
Boehner was facing pressure from conservative Republicans over a bill to defund Planned Parenthood, and there were rumors that those members would try to oust him as speaker. Boehner, who was first elected to Congress in 1990, became speaker in 2011.

Pope Francis delivered a speech to U.S. lawmakers on Thursday morning, calling on leaders to consider the plight of the poor and vulnerable in society.
“A political society endures when it seeks, as a vocation, to satisfy common needs by stimulating the growth of all its members, especially those in situations of greater vulnerability or risk,” he said. “Legislative activity is always based on care for the people. To this you have been invited, called and convened by those who elected you.”
His speech touches on issues including climate change, immigration and the refugee crisis, with a shared message of compassion. It was the first time a pope has addressed a joint meeting of Congress.

The U.S. Justice Department has issued new guidelines that emphasize prosecuting individual executives in white-collar crime cases, and not just their corporations.
Deputy Attorney General Sally Yates, author of a memo outlining the rules for federal prosecutors, was to announce the guidelines in a speech on Thursday at the New York University Law School.
The memo, first obtained by the New York Times, came in response to criticism that the Obama administration had not vigorously pursued individuals in the financial meltdown and housing crisis of 2008-2009 and in various corporate scandals, the newspaper said.
“Crime is crime,” Yates planned to say in her address, according to excerpts released by the Justice Department.

The Kentucky county clerk who rose to prominence for refusing to issue marriage licenses to same-sex couples is now headed to jail.
A federal judge on Thursday ordered Rowan County Clerk Kim Davis to be jailed for contempt of court. She has waged a personal war against the Supreme Court’s decision to legalize same-sex marriage.
Davis first defied an order by Kentucky Gov. Steven Beshear (D) for clerks to follow the law. After she was sued in federal court for her noncompliance and ordered to issue marriage licenses, Davis refused again. She sought a delay of that order and lost, so she brought her plea all the way to the Supreme Court, which this week effectively required her to comply.
She has since continued to defy the order, citing “God’s authority.”

On Sunday, a swarm of small rogue drones disrupted air traffic across the country on a scale previously unseen in U.S. skies.
At 8:51 a.m., a white drone startled the pilot of a JetBlue flight, appearing off the aircraft’s left wing moments before the jet landed at Los Angeles International Airport. Five hours later, a quadcopter drone whizzed beneath an Allegiant Air flight as it approached the same runway. Elsewhere in California, pilots of light aircraft reported narrowly dodging drones in San Jose and La Verne.
In Washington, a Cessna pilot reported a drone cruising at 1,500 feet in highly restricted airspace over the nation’s capital, forcing the U.S. military to scramble fighter jets as a precaution.
In Louisville, a silver and white drone almost collided with a training aircraft. In Chicago, United Airlines Flight 970 reported seeing a drone pass by at an altitude of 3,500 feet.

Three firefighters were killed and four others injured in central Washington Wednesday battling one of the more than 100 wildfires burning across at least 1.1 million acres in the West, authorities told NBC News.
The fatalities occurred when winds shifted unexpectedly near the towns of Twisp and Winthrop and turned back on crews fighting a small new fire, Okanogan County Sheriff Frank Rogers said.
“It was a hellstorm up here,” Rogers told KXLY-TV. “The fire was racing and the winds were blowing in every direction.”

A new oligarchic era of American politics came into full view on Friday, as super PACs disclosed fundraising details showing billionaires bankrolling the 2016 presidential race to an unprecedented degree.
The unlimited-money super PACs account for one-third of all federal election funds raised in the first half of 2015 — up from 4 percent at this time in the last presidential election. Three-quarters of all super PAC money came from more than 500 wealthy donors, corporations and unions in contributions above $100,000. More than half the money in the presidential race so far — to super PACs and to campaigns — came from donors who have given at least $100,000.
For the first time in more than a century, the majority of funding for a presidential election is coming in six-figure or larger checks from corporations and the wealthiest Americans. The presidential campaigns, limited to a maximum of $5,400 from a single donor, raised a combined $128 million. Super PACs supporting those candidates pulled in $260 million, with $208 million from those giving $100,000 or more.

New research indicates that Washington, D.C., is rapidly sinking into the ocean, news that might not make the rest of the country all that sad.
The research, from the University of Vermont, the U.S. Geological Survey and several other institutions, projects the land beneath the Washington area will drop 6 or more inches in the next 100 years. That’s in addition to rising sea levels due to climate change, which is melting ice sheets and causing thermal expansion of the oceans. Climate change has already caused 8 inches of sea level rise since 1880, and is expected to raise average global sea levels another 1 to 4 feet by the end of this century.
Relative sea level rise in the Chesapeake Bay region is happening faster than any other part of the Atlantic coast, according to tidal records, and twice as fast as global averages.
