St. Louis County authorities declared a state of emergency Monday and more than 100 people were arrested on the second day of protests marking a year since a police officer killed Ferguson, Missouri, teen Michael Brown.
The move was announced by County Executive Steve Stenger, who cited the violence that marred protests Sunday night in Ferguson.
“The recent acts of violence will not be tolerated in a community that has worked so tirelessly over the last year to rebuild and become stronger,” Stenger said in a statement.

A University of Cincinnati officer who shot a motorist during a traffic stop over a missing front license plate has been indicted on murder charges, a prosecutor said Wednesday, adding that the officer “purposely killed him” and “should never have been a police officer.”
Hamilton County Prosecutor Joe Deters announced the grand jury indictment at a news conference to discuss developments in the investigation into the July 19 shooting of 43-year-old motorist Samuel DuBose by Officer Ray Tensing.
Tensing has said he was dragged by DuBose’s car and forced to shoot after he pulled over DuBose for a missing front license plate, according to a university police report. Tensing said in his radio call to a dispatcher that the car almost ran over him and he fired one shot, striking DuBose in the head.

A gunman killed four Marines on Thursday in attacks on two military facilities in Chattanooga, Tennessee, authorities said. A police officer and a Marine recruiter were injured in the rampage.
The gunman was killed after a shootout with police at the second facility, authorities said. It was not immediately clear whether police killed him or he killed himself.
“Today is a nightmare for the city of Chattanooga,” Mayor Andy Berke said.

Lucia Morejon cannot escape the haunting memory she has of the final desperate words spoken to her by her teenage son after he was shot by police: “Mommy, Mommy, please come, please come.”
Hector Morejon, the youngest of five children, made that plea for help after he was shot by a Long Beach, California, police officer, who allegedly thought the 19-year-old was in possession of a firearm Thursday afternoon.
The teen, who Lucia Morejon’s attorney says was unarmed, directed the cries for help toward his mother when she saw him in an ambulance directly after the shooting.

Ferguson Police Chief Thomas Jackson, who became one of the city’s most well-known figures after a police officer killed teenager Michael Brown in August 2014, plans to resign in the wake of a blistering Justice Department report on the revenue-driven policing and court practices Jackson oversaw in the St. Louis suburb.
Jackson is the sixth and most high-profile Ferguson city employee to resign after the release of the Justice Department report, which critically examined the practices of the police department and municipal court system. Two police officers and a court clerk stepped down because the report revealed they had sent racist emails, while the municipal judge and City Manager John Shaw resigned over their roles in implementing police practices that prioritized generating revenue over public safety concerns.
In a resignation letter published by the St. Louis Post-Dispatch, Jackson said he was stepping down with “profound sadness” and that he hoped to “continue to assist the city in anyway I can in my capacity as a private citizen.”

A grand jury in Staten Island voted Wednesday not to indict New York City police officer Daniel Pantaleo in the death of Eric Garner, a black man who died after being placed in a chokehold.
Garner, 43, died July 17 while he was being arrested for selling untaxed cigarettes. In a video of the arrest, which has since gone viral, Garner screams “I can’t breathe!” multiple times until his body goes limp. A medical examiner later said that he died of a chokehold, a move that is banned by the NYPD, and ruled his death a homicide.
Garner’s attorney said Wednesday that the “family is very upset and disappointed that these officers are not getting indicted for any criminal conduct.”

A grand jury has decided not to indict Ferguson Police Officer Darren Wilson for killing 18-year-old Michael Brown, St. Louis County Prosecuting Attorney Robert McCulloch announced Monday.
The Aug. 9 death of Brown, who was unarmed, sparked massive demonstrations in the St. Louis suburb of Ferguson and a national conversation on race and law enforcement. Activists had predicted a new wave of demonstrations if Wilson was not indicted — not only in Ferguson, but in the greater St. Louis region and in other cities across the country.
McCulloch’s office had said he would release full transcripts of the grand jury proceedings if the panel decided not to indict the police officer. McCulloch’s office took an unusual approach to the grand jury process by simply presenting the panel with all the evidence but not recommending any specific charges against Wilson.

A New Jersey city that reported a murder rate of 46.8 per 100,000 people in 2010 is now without a police department.
Camden, N.J., often dubbed the most dangerous city in the country, is disbanding its police department in a bid to shave millions of dollars off the annual budget, FoxNews.com reported Sunday. The department will be replaced with the non-union “Metro Division” of the Camden County Police, which police unions in the area say is “definitely a form of union-busting.”
