President Donald Trump’s decision to strike Syrian facilities in response to Syrian President Bashar Assad’s reported use of chemical weapons against civilians fulfills Trump’s promise of being tougher than President Barack Obama.
But it’s unlikely to have much impact beyond that ― and will likely be historically judged as a failure on Trump’s own terms.
Trump’s military response alongside France and the U.K. is ostensibly an attempt to deter Assad’s murderous behavior and demonstrate American toughness to Assad’s patrons, Iran and Russia. It won’t serve either of those goals.

When President Barack Obama was making the case for the Iran nuclear deal, he journeyed uptown to American University, where decades earlier John F. Kennedy had delivered a famous address on peace and the future of nuclear negotiations with the Soviet Union.
Hoping to bathe himself in some of the glow of JFK, Obama framed the deal as another critical step forward in the march toward world peace. In 1963, Kennedy had offered the same sense of hope.
“Some say that it is useless to speak of world peace or world law or world disarmament — and that it will be useless until the leaders of the Soviet Union adopt a more enlightened attitude,” Kennedy said. “I hope they do. I believe we can help them do it. But I also believe that we must re-examine our own attitude — as individuals and as a nation — for our attitude is as essential as theirs.”

President Barack Obama on Friday questioned Donald Trump’s qualifications for the presidency, arguing that the businessman’s recent comments on foreign policy suggest he “doesn’t know much” about global politics.
Obama, who has intensified his criticism of Trump in recent weeks, laid into him at the Nuclear Security Summit in Washington, when asked about the GOP front-runner’s remarks in a March 26 interview with The New York Times. Trump proposed withdrawing U.S. troops from Japan and South Korea, where tens of thousands of Americans are stationed, and suggested those countries should manufacture their own nuclear weapons — a reversal from decades of bipartisan consensus on nuclear disarmament.
Trump’s comments “tell us that the person who made the statements doesn’t know much about foreign policy or nuclear policy or the Korean peninsula or the world generally,” Obama said.

President Barack Obama opened up about his so-called “Obama doctrine,” the overarching principle that guides his foreign policy in places like the Middle East where his administration recently negotiated a framework of a deal with Iran over its nuclear program, and Cuba where the U.S. recently loosened long-standing travel restrictions.
“We are powerful enough to be able to test these propositions without putting ourselves at risk. And that’s the thing … people don’t seem to understand,” Obama said in an interview with New York Times columnist Thomas Friedman published Sunday.
“You take a country like Cuba. For us to test the possibility that engagement leads to a better outcome for the Cuban people, there aren’t that many risks for us. It’s a tiny little country. It’s not one that threatens our core security interests, and so [there’s no reason not] to test the proposition. And if it turns out that it doesn’t lead to better outcomes, we can adjust our policies,” he said.

Criticism of 47 Republican senators’ letter to Iranian leaders escalated Friday, and one of the lawmakers expressed misgivings about writing directly to an adversary to raise doubts about President Barack Obama’s nuclear negotiations.
Several newspapers that had endorsed the senators’ elections were harshly critical. A handful of conservative commentators and former GOP aides joined legions of liberals in calling the letter ill-advised.
Republican Sen. Ron Johnson of Wisconsin, who may face a tough re-election next year, defended the letter, but added, “If there was any regret, tactically, it probably would have been better just to have it be an open letter addressed to no one.”
