A 10-month-old was found dead and three other people are missing after a raft carrying nine people flipped on the Rio Grande, authorities said Thursday, a day after the White House asked Congress for billions more in funding to secure the border.
The missing were described as two boys, ages 6 and 7, and a man.
“What we’re dealing with now is senseless tragedy,” said Raul L. Ortiz, chief patrol agent of the Customs and Border Protection’s Del Rio sector.
“The men and women of the U.S. Border Patrol have been doing everything in their power to prevent incidents like this,” he said. “And yet, callous smugglers continue to imperil the lives of migrants for financial gain.”

The House approved a measure Friday that would bar President Donald Trump from launching a military strike against Iran, setting up a confrontation with the White House over the administration’s aggressive stance toward Tehran.
The House proposal – which was added to a sweeping $733 billion defense bill by a vote of 251-to-170 – would bar the Trump administration from using any federal funds for military force “in or against” the Islamic Republic, unless the president receives explicit congressional approval for a strike. It would not bar the president from responding to an attack on the U.S.
The underlying annual defense bill, passed on Friday by a vote of 220-to-197, also includes several other contentious provisions. It would, for example, reverse Trump’s ban on transgender personnel serving in the military and enact a one-year ban on the sale of air-to-ground munitions to Saudi Arabia and the United Arab Emirates for use in the Yemen war. The Trump administration has pushed to bypass Congress in selling weapons to the Saudis and the UAE, sparking a bipartisan backlash.

A vacation might last only a few days or weeks, but it stays with you as long as you remember it. And memories are funny things — they don’t always reflect reality.
That’s one of the quirks of memory: the brain focuses on select pieces of an experience, rather than evenly remembering the whole thing. People also tend to remember endings more than middles.
“The vacation includes three parts: the time before, the time during, and the time after,” says Dan Ariely, a professor at Duke University who studies human decision-making. Ariely is a behavioral economist, meaning he uses psychology to explain economics.

As fishermen deep in the Louisiana bayou, Kindra Arnesen and her family have faced their share of life-altering challenges in recent years.
First came Hurricane Katrina, the 2005 monster storm that devastated her small fishing community in Plaquemines Parish before roaring up the Gulf Coast, killing more than 1,800 people and destroying $125 billion in property. Five years later, BP’s Deepwater Horizon drilling rig exploded 40 miles offshore, spewing nearly 200 million gallons of crude. The fisheries have not fully recovered more than nine years later, nor has her
family. But this year may be worse. A historic slow-moving flood of polluted Mississippi River water loaded with chemicals, pesticides and human waste from 31 states and two Canadian provinces is draining straight into the marshes and bayous of the Gulf of Mexico — the nurseries of Arnesen’s fishing grounds — upsetting the delicate balance of salinity and destroying the fragile ecosystem in the process. As the Gulf waters warm this summer, algae feed on the freshwater brew, smothering oxygen-starved marine life.

First things first: Getting up early is not a prerequisite for success. Even though The Wall Street Journal says that 4 a.m. may be the most productive time of the day, the most successful people wake up and start work whenever the (heck) they decide is the best time for them.
That’s because the only thing that truly matters is what you accomplish while you work. What time you start, and what time you finish is unimportant. What matters is what you achieve.
But still: Even if you’re a committed night owl who loves to wake later in the day and work late into the evening, you may not have that luxury. Maybe you have clients in other time zones. Maybe you run a business that requires you start your day early.
Maybe you have little or even no control over your start time, much less your stop time.
If that’s the case, you owe it to yourself to become a morning person. You’ll feel better and get more done.

The singer R. Kelly, already under indictment in Chicago on state charges of aggravated sexual assault and abuse, was arrested Thursday night by federal agents on charges related to child pornography and other federal crimes, officials said.
Mr. Kelly was taken into custody over a 13-count indictment that includes enticement of a minor and obstruction of justice, in addition to the child pornography charges, said Joseph D. Fitzpatrick, an assistant United States attorney for the Northern District of Illinois. Mr. Kelly was arrested in Chicago.
Federal prosecutors in Brooklyn are expected to unveil a separate indictment on Friday containing additional charges against Mr. Kelly, according to two law enforcement officials.

In the spirit of Drynuary, I’d like to propose another health-oriented month of the year. Perhaps called Crunchuary or Pooptober, it would be 30 days in which Americans, for once, eat enough dietary fiber.
Currently, Americans only eat about 16 grams of fiber—the parts of plants that can’t be digested—per day. That’s way less than the 25 to 30 grams that’s recommended.
There are so many reasons why, from fast-food marketing to agriculture subsidies, but one contributing factor is the slow death of cooking, and the rise of the restaurant meal. Americans now spend more on food at restaurants than they do at grocery stores, but restaurant food tends to have even less fiber than the food we would otherwise eat at home.
