Boris Nemtsov, a charismatic Russian opposition leader and sharp critic of President Vladimir Putin, was gunned down Saturday near the Kremlin, just a day before a planned protest against the government.
The death of Nemtsov, a 55-year-old former deputy prime minister, ignited a fury among opposition figures who assailed the Kremlin for creating an atmosphere of intolerance of any dissent and called the killing an assassination. Putin quickly offered his condolences and called the murder a provocation.
Nemtsov was working on a report presenting evidence that he believed proved Russia’s direct involvement in the separatist rebellion that has raged in eastern Ukraine since last April. Ukraine and the West accuse Russia of backing the rebels with troops and sophisticated weapons. Moscow denies the accusations.

Officials in several Republican states that balked at participating in President Obama’s health-care initiative are now revisiting the issue, amid mounting panic over a possible Supreme Court decision that would revoke federal insurance subsidies for millions of Americans.
The discussions taking place in state capitals around the country are part of a flurry of planning and lobbying by officials, insurance and hospital executives, and health-care advocates to blunt the possible impact of a court ruling.
The justices hear arguments about the matter next week. And if the court sides with the plaintiffs, who argue that subsidies are not allowed in the 34 states that opted against setting up their own insurance marketplaces, the ruling could spark an immediate crisis. People could see their insurance bills skyrocket or be forced to abruptly cancel their insurance.

Investigators believe that the “Jihadi John” masked fighter who fronted Islamic State beheading videos is a British man named Mohammed Emwazi, two U.S. government sources said on Thursday.
He was born in Kuwait and comes from a prosperous family in London, where he grew up and graduated with a computer programming degree, according to the Washington Post.
In videos released by Islamic State (IS), the black-clad militant brandishing a knife and speaking with an English accent appears to have decapitated hostages including Americans, Britons and Syrians.

The Senate made its first move on Wednesday to prevent a shutdown of the Department of Homeland Security, with just two days remaining until the agency runs out of money.
The upper chamber voted 98-2 on a procedural hurdle that would pave the way for a “clean” funding bill to be brought to the floor, following a deal announced by Senate Democratic leaders earlier in the day. Only Sens. Jim Inhofe (R-Okla.) and Jeff Sessions (R-Ala.) voted against moving forward with the agreement, which would fund DHS without any measures to block President Barack Obama’s 2014 executive actions on immigration.
The vote marked the first cracking of the impasse that has for weeks threatened DHS funding. Under the agreement, which was suggested on Tuesday by Majority Leader Mitch McConnell (R-Ky.), the Senate will resolve the DHS funding issue and then vote on a separate bill from Sen. Susan Collins (R-Maine) to block Obama’s executive actions, which would grant temporary deportation relief and work authorization to as many as 5 million undocumented immigrants.

TSA agents would remain in airports, patrol agents would still be manning the border and Coast Guard officers would continue monitoring the waters if the Department of Homeland Security were to shut down.
But out of the public eye, there would be major problems, DHS officials warned Monday, as the Feb. 27 deadline to fund the department creeps closer.
“A shutdown of DHS would have serious consequences and amount to a serious disruption in our ability to protect the homeland,” Homeland Security Secretary Jeh Johnson said at a press conference at U.S. Citizenship and Immigration Services headquarters.

Spacewalking astronauts routed more than 300 feet of cable outside the International Space Station on Saturday to prepare for the arrival of new American-made crew capsules. It was the first of three spacewalks planned for NASA astronauts Butch Wilmore and Terry Virts over the coming week.
Altogether, Wilmore and Virts have 764 feet (233 meters) of cable to run outside the space station. They got off to a strong start Saturday, rigging eight power and data lines, or about 340 feet (105 meters). The longest single stretch was 43 feet (13 meters). “Broadening my resume,” Virts observed.
NASA considers this the most complicated cable-routing job in the 16-year history of the space station. Equally difficult will be running cable on the inside of the complex.

U.N. investigators said Friday they are considering publishing their secret list of alleged war criminals in Syria to press for justice for the thousands of victims.
In a strong indication that they will do just that, the investigators expressed hope that releasing the names would put alleged perpetrators of torture, executions and kidnappings “on notice,” act as a deterrent and help to protect people at risk of abuse.
“It is unconscionable that Syrians should continue to suffer as they have for the last four years and have to live in a world where only limited attempts have been made to return Syria to peace, and to seek justice for the victims,” said Paulo Sergio Pinheiro, who heads the independent commission charged with investigating alleged human rights violations since the Syrian conflict began in March 2011.

The biggest entitlement legislation in a generation is causing barely a ripple in corporate America.
The Patient Protection and Affordable Care Act — otherwise known as Obamacare — is putting such a small dent in the profits of U.S. companies that many refer to its impact as “not material” or “not significant,” according to a Bloomberg review of conference-call transcripts and interviews with major U.S. employers.
That’s even after a provision went into effect this year requiring companies with 50 or more full-time workers to provide coverage, and after more workers are choosing to enroll in existing company coverage because of another requirement that all Americans get insured.

Low temperatures gripped much of the South, Mid-Atlantic and Northeast on Wednesday, freezing and refreezing snow and ice and making roads hazardous for those who’d ventured out. In many areas, the cold was expected to stay for days.
The refreeze has already played out over and over in New England, where mountains of snow are piled high.
