When the Obama administration approved strong new net neutrality rules earlier this year, advocates rejoiced. “We have won on net neutrality,” Apple co-founder Steve Wozniak told The Guardian. President Barack Obama declared victory and thanked Reddit, the self-proclaimed “Front Page of the Internet” for its community’s activism on the issue.
But these celebrations may have been premature. Telecom and cable companies, which provide broadband access to the vast majority of Americans, are challenging the Obama administration’s actions in court. If they get their way, a federal appeals court will soon delay some rules that aim to protect net neutrality, the principle that all internet traffic should be treated equally. Open-Internet advocates fear that an unfavorable decision may open the door for harmful business practices while the court battle—which could take years—plays out. A stay on part of the new rules would also likely embolden Republicans on Capitol Hill who seek to pass laws gutting the rules.

China-based hackers are suspected of breaking into the computer networks of the U.S. government personnel office and stealing identifying information of at least 4 million federal workers, American officials said Thursday.
The Department of Homeland Security said in a statement that data from the Office of Personnel Management and the Interior Department had been compromised.
“The FBI is conducting an investigation to identify how and why this occurred,” the statement said.

Citing Malaysia’s abysmal slavery record, Sen. Robert Menendez (D-N.J.) urged the House on Monday to ensure his provision blocking the country’s membership in the Trans-Pacific Partnership makes it into final legislation that would give the president fast-track authority on such agreements.
The bill in question would give President Barack Obama expedited powers to push through Congress trade deals like TPP, which he hopes to seal with 11 Pacific nations.
It’s a change of tune for Menendez, who had worked out a deal with Obama to include modified language in the Senate bill. The newer language, which didn’t make it into the Senate-passed bill, would have allowed Tier 3 nations — the lowest rank that a country engaged in modern-day slavery can receive from the State Department — into Obama’s trade deals.

The Senate handed President Barack Obama a major win Thursday, voting to advance his trade agenda by ending debate on a bill that would grant him the power to fast-track massive new pacts through Congress.
A number of senators objected to the process, complaining that they were unable to get votes on amendments they deemed essential to making sure that looming, still-secret deals with 12 Pacific Rim nations and Europe live up to promises of helping U.S. workers.
But 62 of their colleagues disagreed, and voted to halt debate anyway, setting up passage of the fast-track bill by the end of the week.

Hillary Clinton vowed on Tuesday that she would not only support immigration reform and protect deportation relief policies put forward by President Barack Obama. If elected president next year, she would expand them.
“If Congress continues to refuse to act, as president I would do everything possible under the law to go even further,” the 2016 Democratic candidate said at an event with young undocumented immigrants, held at Las Vegas’ Rancho High School.
Clinton’s remarks, which essentially ran down the wish list of immigration activists, were more detailed than most expected. She argued that she would lean in on immigration, and she used that as an attack on Republican presidential candidates who have backed away from the issue.

Hillary Clinton will deliver a major speech on criminal justice reform Wednesday, calling for fundamental changes to how the United States punishes its citizens and an end to a system that disproportionately targets black men.
Clinton is scheduled to keynote the 18th Annual David N. Dinkins Leadership and Public Policy Forum at Columbia University Wednesday morning. It will be her most significant policy address since she launched her 2016 presidential bid this month.
Clinton will lay out her vision for criminal justice reform, centering around an “end to the era of mass incarceration,” according to an aide who provided a preview of her remarks. Those changes include addressing probation and drug diversion programs, increasing support for mental health and drug treatment and pursuing alternative punishments for low-level offenders.

The U.S. Supreme Court was set on Wednesday to hear arguments in a case brought by three death row inmates challenging Oklahoma’s method of execution by lethal injection as a violation of the U.S. Constitution’s ban on cruel and unusual punishment.
The three-drug process used by Oklahoma prison officials has been under scrutiny since the April 2014 botched execution of convicted murderer Clayton Lockett. He could be seen twisting on the gurney after death chamber staff failed to place the intravenous line properly.
Richard Glossip, John Grant and Benjamin Cole, the inmates challenging the state’s procedures, argue the sedative used by Oklahoma, midazolam, cannot achieve the level of unconsciousness required for surgery, making it unsuitable for executions.

This spring, shareholders in more than 100 companies will introduce resolutions calling for greater disclosure of corporations’ political and lobbying activity. Six major companies — Dean Foods, Eastman Chemical, H&R Block, Marathon Oil, U.S. Steel and Valero Energy — have already reached agreement with New York state Comptroller Thomas DiNapoli, who oversees the third largest pension fund in the nation, to adopt political spending disclosure policies in exchange for the comptroller’s office withdrawing its resolutions.
But don’t consider that a sign that corporate America is learning to live with transparency. Over the past two years, three of the usual suspects — the U.S. Chamber of Commerce, the Business Roundtable and the National Association of Manufacturers — have joined together to try to discredit the purpose of disclosure policies and the advocates calling for them.
Aided by the editorial page of The Wall Street Journal, the three big business groups have sought to undercut activist investors and pro-disclosure groups through public campaigns and private meetings with corporate executives.

Senate Minority Leader Harry Reid (D-Nev.) said Thursday that if Republicans don’t schedule a confirmation vote soon for U.S. attorney general nominee Loretta Lynch, he’ll do it himself.
“I know parliamentary procedure around here and we’re going to put up with this for a little while longer, but not much,” Reid said in an interview with MSNBC’s Rachel Maddow. “Absolutely we can force votes. If we don’t get something done soon, I will force a vote.”
Lynch has been waiting for more than five months for a vote — far longer than any of her recent predecessors. Most recently, GOP leaders have tied her confirmation vote to the passage of an unrelated sex trafficking bill that’s hit a snag. That bill isn’t moving, so neither is Lynch.

A tentative deal has been reached by senators on a bill to apply congressional oversight to a nuclear deal with Iran.
Under the deal, the president would still be required to submit any final agreement before Congress and Congress would continue to have a say over whether he can lift sanctions on Iran in exchange for restrictions on Iran’s nuclear program. But the new deal, hammered out between Republicans and Democrats on the Senate Foreign Relations Committee, would reduce the time frame the Senate has to consider the lifting of sanctions — from 60 days to 52 at most — and would keep demands on Iran limited primarily to its nuclear program and not, for example, against its sponsorship of terrorism.
An aide to Sen. Bob Corker (R-Tenn.), the chairman of the Foreign Relations Committee, sent over the details of the new bill. It still may face a veto from the president, who has generally opposed efforts to restrict his flexibility when it comes to executing a deal with Iran.
