New York City reached a settlement with the family of Eric Garner on Monday, agreeing to pay $5.9 million to resolve a wrongful-death claim over his killing by the police on Staten Island last July, the city comptroller and a lawyer for the family said.
The agreement, reached a few days before the anniversary of Mr. Garner’s death, headed off one legal battle even as a federal inquiry into the killing and several others at the state and local level remain open and could provide a further accounting of how he died.
Still, the settlement was a pivotal moment in a case that has engulfed the city since the afternoon of July 17, 2014, when two officers approached Mr. Garner as he stood unarmed on a sidewalk, and accused him of selling untaxed cigarettes. One of the officers used a chokehold — prohibited by the Police Department — to subdue him, and that was cited by the medical examiner as a cause of Mr. Garner’s death.

Eric Garner and his wife, Esaw, during a family vacation in 2011. Mr. Garner died a year ago at age 43, and his family had sought $75 million in a claim against New York.

A grand jury in Staten Island voted Wednesday not to indict New York City police officer Daniel Pantaleo in the death of Eric Garner, a black man who died after being placed in a chokehold.
Garner, 43, died July 17 while he was being arrested for selling untaxed cigarettes. In a video of the arrest, which has since gone viral, Garner screams “I can’t breathe!” multiple times until his body goes limp. A medical examiner later said that he died of a chokehold, a move that is banned by the NYPD, and ruled his death a homicide.
Garner’s attorney said Wednesday that the “family is very upset and disappointed that these officers are not getting indicted for any criminal conduct.”

On the day a traveling salesman described by the police as a serial killer was ordered held without bail on charges that he murdered three Brooklyn shopkeepers, more details of his life began to emerge.
The salesman, Salvatore Perrone, who turned 64 on Thursday, was an independent apparel salesman with visions of creating his own clothing line, a neighborhood curiosity in precarious financial straits and a divorced father with a history of drinking to excess before getting behind the wheel, according to people who knew him and public records.

NEW YORK — Two young brothers swept from the arms of their mother by the violent sea at the height of Superstorm Sandy were found dead in a marsh Thursday, a tragic exclamation mark on an epic storm.
The boys, 2-year-old Brandon and 4-year-old Connor Moore, were sucked into the swirling floodwaters as their mother, Glenda Moore, tried to escape her SUV after it stalled Monday in the deluge on Staten Island, one of the areas hardest hit by the storm that has claimed 90 lives.
