A POLITICO review of Barack Obama’s domestic policy legacy—and the changes he made while nobody was paying attention.
On March 23, 2010, President Barack Obama signed the Patient Protection and Affordable Care Act, the 906-page health care reform law known as Obamacare. It was, as a live microphone caught Vice President Joe Biden exclaiming to his boss, a big deal, with Biden memorably inserting an extra word for emphasis—and for history—between “big” and “deal.”
Obamacare would cover millions of the uninsured, a giant step toward the Democratic dream of health care for all. It also included dozens of less prominent provisions to rein in the soaring cost and transform the dysfunctional delivery of American medicine. It was the kind of BFD that the most consequential presidencies are made of, even though it had squeaked through Congress without any Republican votes, and few Americans truly understood what was in it.

President Barack Obama on Friday rejected TransCanada’s application to build the Keystone XL pipeline, which would have transported oil across the United States-Canada border.
After seven years of reviewing the project, Obama announced his decision from the Roosevelt Room in the White House.
“The State Department has decided that the Keystone XL pipeline would not serve the national interest of the United States,” he said. “I agree with that decision.”
Tensions over the proposed pipeline had been high for years, with Obama’s environmental base pressuring him to reject the project — citing its impact on emissions — and Republicans in Congress voting repeatedly to force its approval, citing the economic boost it would provide.

The nuclear accord with Iran required a difficult series of compromises for world powers and Tehran.
For President Barack Obama, it meant climbing down from demands that Tehran halt almost all of its enrichment of potential bomb-making material and shutter an underground facility possibly impervious to an air attack. It also meant dropping pledges to secure “anytime, anywhere” inspections and Iran’s complete answering of questions related to past weapons work.
But Iran’s supreme leader was forced to retreat on some key issues, too. Relief from crippling economic sanctions won’t come on Day 1, as he long clamored for, and his country will have to open up military sites to international inspectors at some point if the Islamic Republic is going to fulfill its commitments. Iran also will have to adhere to multiyear restrictions on enrichment and nuclear research and development that Ayatollah Khamenei and other leaders once opposed.

President Barack Obama announced Wednesday that the U.S. and Cuba have struck a deal to open embassies in each other’s capitals and re-establish diplomatic relations for the first time in half a century.
“The progress we make today is another demonstration we don’t have to be imprisoned by the past,” Obama said.
Obama emphasized that the U.S. and Cuba have some shared interests, such as strong anti-terrorism policies and disaster response. But he acknowledged that the two nations still have “very serious differences” on issues like free speech.

This week’s slaughter of nine people in a South Carolina church left prospects that Congress will curb guns right where they’ve been for years — remote for now, according to lawmakers and activists on both sides of the issue.
Conceding that congressional action was unlikely soon, President Barack Obama said lawmakers will tighten federal firearms restrictions when they believe the public is demanding it.
“I am not resigned,” Obama told the U.S. Conference of Mayors in San Francisco on Friday. “I have faith we will eventually do the right thing.”

President Barack Obama on Saturday declared his refusal to refight the Cold War battles while Cuban President Raul Castro rallied to his defense, absolving Obama of fault for the U.S. blockade in a stunning reversal of more than 50 years of animosity between the United States and Cuba.
“In my opinion, President Obama is an honest man,” Castro said – a remarkable vote of confidence from the Cuban leader, who praised Obama’s life and his “humble background.”
Turning the page on the longstanding U.S. policy of isolation, Castro and Obama were expected to meet later Saturday on the sidelines of the Summit of the Americas – the first substantial meeting between a U.S. and Cuban president in more than five decades.

President Barack Obama opened up about his so-called “Obama doctrine,” the overarching principle that guides his foreign policy in places like the Middle East where his administration recently negotiated a framework of a deal with Iran over its nuclear program, and Cuba where the U.S. recently loosened long-standing travel restrictions.
“We are powerful enough to be able to test these propositions without putting ourselves at risk. And that’s the thing … people don’t seem to understand,” Obama said in an interview with New York Times columnist Thomas Friedman published Sunday.
“You take a country like Cuba. For us to test the possibility that engagement leads to a better outcome for the Cuban people, there aren’t that many risks for us. It’s a tiny little country. It’s not one that threatens our core security interests, and so [there’s no reason not] to test the proposition. And if it turns out that it doesn’t lead to better outcomes, we can adjust our policies,” he said.

U.S. President Barack Obama assured Americans on Saturday that a newly negotiated framework for a nuclear pact with Iran was a “good deal” as he sought public support for a diplomatic breakthrough that many in Congress oppose.
A day after placing calls to top U.S. lawmakers to urge support for the agreement, Obama pressed his case that the deal would ensure Washington’s longtime foe would not be able to build a nuclear weapon.
“It’s a good deal, a deal that meets our core objectives, including strict limitations on Iran’s program and cutting off every pathway that Iran could take to develop a nuclear weapon,” Obama said in his weekly radio and Internet address, broadcast on Saturday.

President Barack Obama joined nearly 100 members of Congress in Selma, Alabama, on Saturday for the 50th anniversary of “Bloody Sunday” — a watershed moment of the civil rights movement — where he honored the men and women who stood their ground in a violent confrontation with police at the Edmund Pettus Bridge.
“We gather here to honor the courage of ordinary Americans willing to endure billy clubs and the chastening rod, tear gas and the trampling hoof; men and women who despite the gush of blood and splintered bone would stay true to their North Star and keep marching toward justice,” Obama said in a soaring speech that addressed race and civil rights.
The president hailed Selma as a city of extreme importance to America’s history — on par with wartime settings of Concord, Lexington and Gettysburg, and places where innovation took great strides such as Kitty Hawk and Cape Canaveral. And he paid deference to the foot soldiers who sparked a movement: Rep. John Lewis (D-Ga.), Joseph Lowery, Hosea Williams, Amelia Boynton, Diane Nash, Ralph Abernathy, C.T. Vivian, Andrew Young and Fred Shuttlesworth, among others.
