As she was getting on in years and her resources dwindled, Virginia Rayford took out a special kind of mortgage in 2008 that she hoped would help her stay in her three-bedroom Washington rowhouse for the rest of her life.

Rayford, 92, took advantage of a federally insured loan called a reverse mortgage that allows cash-strapped seniors to borrow against the equity in their houses that has built up over decades.

But the risks of the financial arrangement are stark — and today the frail widow finds herself facing foreclosure.

Cajun Navy brings boats from Louisiana to help flood-ravaged Houston

As soon as Jordy Bloodsworth saw the images of Texans wading through Hurricane Harvey’s gushing floodwaters, he borrowed his buddy’s brand new Chevy truck, hitched his 18-foot fishing boat to the back and took off from his home in Baton Rouge.

Bloodsworth was just 12 years old when Hurricane Katrina dumped 14 feet of water on his family’s home as the storm surged over the levee. They lost every photo, every cent.

What he gained, though, was a deep motivation to help his brethren in Texas during this week’s historic deluge.

Harvey upgraded to Category 3 hurricane, ‘catastrophic’ flooding expected in Texas

Harvey intensified into an extremely dangerous Category 3 hurricane as it closed in on the Texas coast Friday afternoon. The storm is set to become the first major hurricane, rated Category 3 or higher (on the 1-5 Saffir-Simpson intensity scale), to strike U.S. soil in 12 years when it comes ashore late Friday night or early Saturday.

The National Hurricane Center said it expects “catastrophic and life-threatening” flash flooding along the middle and upper Texas coast. An incredible amount of rain, 15 to 25 inches with isolated amounts of up to 35 inches, is predicted because the storm is expected to stall and unload torrents for four to six straight days. In just a few days, the storm may dispense the amount of rain that normally falls over an entire year, shattering records.

“Let’s set the expectations: Texas is about to have a very significant disaster,” said Brock Long, FEMA administrator.

Navy relieves admiral in charge of 7th Fleet in wake of deadly disasters at sea

The U.S. Navy on Wednesday relieved the admiral in charge of the service’s 7th Fleet based in Japan due to “loss of confidence” in his ability to command, it said in a statement. The move comes after four embarrassing accidents this year, two of which killed sailors at sea.

Admiral Scott Swift, commander of the U.S. Pacific Fleet relieved Vice Adm. Joseph P. Aucoin from his duties at the 7th Fleet’s Yokosuka base in Japan. Rear Admiral Phil Sawyer, the Pacific Fleet’s deputy commander, will immediately take command. He had been scheduled to assume the post on Sept. 7.

The incidents include the deadly collision Monday of the destroyer USS John S. McCain with a much heavier oil tanker off Singapore, and a June 17 accident in which the destroyer USS Fitzgerald was ripped open by a larger Philippine container ship.

As Trump ranted and rambled in Phoenix, his crowd slowly thinned

Just before President Trump strolled onto the rally stage on Tuesday evening, four speakers took turns carefully denouncing hate, calling for unity and ever so subtly assuring the audience that the president is not racist.

Housing and Urban Development Secretary Ben Carson proclaimed that “our lives are too short to let our differences divide us.” Alveda King, the niece of Martin Luther King Jr., led everyone in singing a few lines of “How Great Thou Art.” Evangelist Franklin Graham prayed for the politically and racially divided nation and asked the Lord to shut the mouths of “those in this country who want to divide, who want to preach hate.” And Vice President Pence declared that “President Trump believes with all his heart … that love for America requires love for all its people.” Meanwhile, a supporter seated directly behind stage even wore a T-shirt that stated: “Trump & Republicans are not racist.”

Then Trump took the stage.

Protests were held against President Trump as he hosted a rally inside the Phoenix Convention Center in Arizona.

U.S. sanctions Chinese and Russian companies and individuals for conducting business with North Korea

As part of a broad effort to further isolate North Korea, the Treasury Department on Tuesday placed sanctions on Chinese and Russian individuals and firms it said had conducted business with the country in ways that advanced its missile and nuclear weapons program.

The sanctions against 10 companies and six individuals are designed to disrupt the economic ties that have allowed Pyongyang to continue funding its missile and nuclear program despite strict United Nations sanctions prohibiting it.

U.S. sanctions, even though they are imposed by just one country, have an outsized influence because most international banking is conducted in U.S. dollars. The measures prohibit U.S. citizens and companies from doing business with the sanctioned companies.

Remains of ‘some’ sailors found on U.S. Navy destroyer damaged in collision

The remains of some of the 10 sailors missing since a U.S. Navy guided-missile destroyer collided with an oil tanker near Singapore have been found in compartments on the damaged ship, the commander of the Pacific Fleet said Tuesday.

The search for other missing sailors from the USS John S. McCain was ongoing.

“We’re always hopeful that there are survivors,” Adm. Scott Swift said at a news conference in Singapore. “Until we have exhausted any potential of recovering survivors or bodies, the search and rescue efforts will continue.”

Swift also said he had ordered a special review of naval operations at the U.S. Navy’s main bases in Japan, at Yokosuka and Sasebo, after four incidents this year off Japan and South Korea — two of them involving Yokosuka-based ships.

For one brief moment, day became night.

And the sun was replaced by a black circle — ringed on all sides with gleaming white fire.

As the Great American Eclipse made landfall in the tiny coastal town of Newport, Ore., the rowdy crowd that gathered on its beach was stunned by the sight into an eerie silence.

In Casper, Wyo., a man blew a shofar, as others rang bells and let loose whoops and roars erupted from the crowd. Birds, startled by the darkness, darted in every direction.

“You weren’t kidding about the goosebumps,” one man muttered to another.

Jerry Lewis, comedy king and master of slapstick, dies at 91

Jerry Lewis, who died Aug. 20 at 91, was a comic actor whose rubber-limbed pratfalls, squeaky voice and pipsqueak buffoonery made him one of the most uncontainable screen clowns of all time.

His partnership with the suave and assured crooner Dean Martin made them a sensation, easily the most popular comedy team of the mid-20th century. After their bitter break up, which devastated their millions of fans, Mr. Lewis embarked on a solo career of dizzying summits and desperate lows, including an addiction to painkillers as years of physical comedy took their toll.

Fascinated by the technical side of film, he became one of the first sound-era comedians to write, direct and star in his own movies. He was credited with laying the groundwork for later comedic writer-director-actors such as Mel Brooks and Woody Allen.

Dick Gregory, cutting-edge satirist and uncompromising activist, dies at 84

The comedian Dick Gregory rose to national prominence in the early 1960s as a black satirist whose audacious style of humor was biting, subversive and topical, mostly centered on current events, politics and above all, racial tensions. His trademark was the searing punchline.

“A Southern liberal?” he once said. “That’s a guy that’ll lynch you from a low tree.” Another: “When I get drunk, I think I’m Polish. One night I got so drunk I moved out of my own neighborhood.” On segregation: “I know the South very well. I spent 20 years there one night.”

Mr. Gregory, 84, died Aug. 19 in Washington. His son, Christian Gregory, announced the death on Mr. Gregory’s official social media accounts. The cause was not reported.
