European Union leaders failed to reach an agreement Thursday on a proposal to reduce their net carbon emissions to zero by 2050.
Elections were held in the 28-member bloc in May, and leaders are in Brussels this week to set an agenda for the European Parliament’s next five-year term. The document will include broad guidelines on key issues facing the union, including migration, living standards and climate change.
President Emmanuel Macron of France said before the discussions on Thursday that the “climate emergency” should be addressed by “rallying around the objective to reach carbon neutrality by 2050.”

Britain agreed Friday to concessions to the European Union in negotiating its split from the bloc, leaders said, as Prime Minister Theresa May overcame bitter divisions at home to advance to a crucial new phase of talks.
The bargain amounted to a capitulation by May on issues dear to the European Union: preserving peace and open borders in Northern Ireland, guaranteeing rights for the 3 million E.U. citizens living in Britain, and living up to British funding commitments in Europe for years to come.
On those issues and a host of others, Britain has been forced to fold to the European Union after saying earlier this year that it held the upper hand in the negotiations. Instead, British negotiators have found a largely united bloc that sees little need to give in to London’s demands. Friday’s agreement appears likely to unlock the next phase of the Brexit negotiation, focused on trade between the European Union and an unfettered Britain after it exits in March 2019.

Donald Trump’s first trip abroad as president showed “how quickly and decisively” he “is acting to strengthen alliances,” White House press secretary Sean Spicer said Tuesday.
But if Trump strengthened America’s alliances in Europe, no one told America’s European allies. Instead, in remarks ranging from cautionary to disparaging, European heads of state have described a churlish, impulsive American leader whose actions have alienated them and threaten to upend the U.S.-led post-World War II international order.
Interacting with Trump showed German Prime Minister Angela Merkel “that we Europeans truly have to take our fate into our own hands,” she said Sunday. Newly elected French President Emmanuel Macron’s noticeably tense and lengthy handshake with Trump was a deliberate effort to “show that we won’t make little concessions, even symbolic ones,” he told a French outlet in an interview published Sunday. And as Spicer boasted of the president’s successful alliance-building, a picture of European heads of state openly mocking the U.S. president was making its way around Twitter. In a photograph that quickly went viral, the prime ministers of Denmark, Norway, Finland, Sweden and Iceland gathered around a soccer ball in a pose that bore an obvious resemblance to a recent picture of Trump and the heads of Egypt and Saudi Arabia placing their hands on a glowing orb to symbolize counterterrorism cooperation.

The Islamic State claimed responsibility for a wave of explosions in Brussels that left dozens dead and nearly 200 injured, according to the security analyst group SITE.
The attacks occurred just days after the suspected mastermind of last year’s Paris terror attacks was captured in the Belgian capital.
Belgian media reported that at least 14 people were killed in a bombing and an apparent suicide attack at the Zaventem airport, where gunfire was also reported. An additional 20 were killed in blasts that occurred an hour later at the Maelbeek metro station, transit officials told Flemish public broadcaster VRT.

Belgium put the capital Brussels on maximum security alert on Saturday, shutting the metro and warning people to avoid crowds because of a “serious and imminent” threat of coordinated, multiple attacks by militants.
A week after the Paris bombings and shootings carried out by Islamic State militants, of whom one suspect from Brussels is at large and said by police to be highly dangerous, Brussels was placed on the top level “four” in the government’s threat scale after a meeting of top ministers, police and security services.
Soldiers were on guard in parts of Brussels, including at the institutions of the European Union headquartered in the city. Brussels is also home to the headquarters of NATO.

In Calgary, between the soccer practices and the hours at her accounting job and the potlucks with the neighbors, Christianne Boudreau spent every spare minute watching Islamic State videos, her nose pressed up against the computer screen.
She sat in the basement of her middle-class home in her middle-class suburb, a bare room that once belonged to her eldest son, Damian, and watched men posturing with big guns like teenagers. She watched firefights. She watched executions. But Boudreau barely registered any of the bloodshed. She was focused on the faces behind the balaclavas, trying to spot her son’s eyes.
In Copenhagen, Karolina Dam was wild with fear. Her son Lukas had been in Syria for seven months. Three days earlier, she received word that he had been injured outside Aleppo, but she was convinced that he was dead. Sitting alone that evening, nervously puffing on a vaporizer, she couldn’t stop herself from sending a Viber message into the ether. “Lukas,” she wrote, “I love you so much my beloved son. I miss you and want to hug and smell you. Hold your soft hands in mine and smile at you.”

Euro zone leaders made Greece surrender much of its sovereignty to outside supervision on Monday in return for agreeing to talks on an 86 billion euros bailout to keep the near-bankrupt country in the single currency.
The terms imposed by international lenders led by Germany in all-night talks at an emergency summit obliged leftist Prime Minister Alexis Tsipras to abandon promises of ending austerity and could fracture his government and cause an outcry in Greece.
“Clearly the Europe of austerity has won,” Greece’s Reform Minister George Katrougalos said.
