The Russian Investigative Committee said the bomber was Akbarjon Djalilov, 22, identified earlier by Kyrgyz authorities as a Russian national born in Kyrgyzstan.

Investigators matched Djalilov’s DNA to a bomb left at a second metro station that was defused by authorities, the committee said.

The Russian health ministry on Tuesday raised the number of dead from 11 to 14. It was unclear whether that number included the attacker. Four of the dozens of people injured are in critical condition, Health Minister Veronika Skvortsova said, according to state-run TASS.

The Ohio governor unveiled a plan Thursday that targets the place where experts say many opioid addictions begin — the doctor’s office.
Gov. John Kasich’s order limits the amount of opiates primary care physicians and dentists can prescribe to no more than seven days for adults and five days for minors.
In addition to the pill limits, Kasich said the new rules require doctors to provide a specific diagnosis and procedure code for every painkiller prescription they write.
And Kasich warned that doctors who don’t follow the rules will lose their licenses.
“You’re going to have to abide by these rules,” he said.

A massive fire caused a bridge to collapse Thursday night on Interstate 85 in Atlanta, one of the busiest stretches of roadway in America, backing up rush hour traffic for several miles and creating what the mayor called a long-term “transportation crisis.”
The huge fire was reported at 6:21 p.m. ET underneath the bridge on the northbound side — near where the interstate merges with another major artery, State Highway 400 — forcing authorities to close the interstate and turn drivers around during the evening rush.
Then, at about 7 p.m., the bridge collapsed in a flaming heap that spewed thick, black smoke high into the air, where it was visible for miles around Atlanta.

The new settlement, which will be constructed north of the Palestinian city of Ramallah, is intended for Israeli settlers evacuated from Amona, an outpost destroyed by Israeli authorities in February because it was not sanctioned.
The Security Cabinet on Thursday also advanced plans to construct 2,000 homes inside existing settlements. These homes are part of a plan approved two months ago to grow settlements by more than 5,500 homes. The plan was approved by Israeli Prime Minister Benjamin Netanyahu’s government shortly after US President Donald Trump took office.

All of a sudden, Medicaid is trendy again.
The governor of Kansas vetoed a bill on Thursday that would have expanded Medicaid in his state. But the legislature is reserving the option of trying to override the veto and Virginia and North Carolina are moving toward expansion.
Several other states are considering it.
It’s a fast turnaround made by states that had resolutely resisted taking part on a major plank of the 2010 Affordable Care Act — the expansion of Medicaid to cover more people.
Now that the GOP-sponsored American Health Care Act has failed to win support in Congress, governors and state legislatures are taking a hard look at whether that offer of federally funded Medicaid expansion is worth taking up.

Thousands of former Trump University students will get most of their money back, with a judge on Friday approving a $25 million settlement.
“The settlement is fair, adequate, and reasonable,” Judge Gonzalo Curiel said in his decision.
Nearly 4,000 former students submitted claims and those who are eligible could get back about 90% of their money.
The settlement was agreed to last November, just 10 days after Donald Trump won the presidential election, but still needed court approval.
Trump University was created in 2005, and promised to teach students investing techniques they could use to get rich in real estate — just like Trump.
A “one-year apprenticeship” at Trump University cost $1,495, according to court documents, while a “membership” cost at least $10,000 and the “Gold Elite,” the seminar’s most expensive class, cost $35,000.

Obama administration officials were so concerned about what would happen to key classified documents related to the Russia probe once President Trump took office that they created a list of document serial numbers to give to senior members of the Senate Intelligence Committee, a former Obama official told NBC News.
The official said that after the list of documents related to the probe into Russian interference in the U.S. election was created in early January, he hand-carried it to the committee members. The numbers themselves were not classified, said the official.

The legislation, which President Donald Trump endorsed as a conservative alternative to former President Barack Obama’s Affordable Care Act, was struggling to attract GOP support. Some feared the bill’s cut to Medicaid funding would have a negative impact on constituents; others worried it wasn’t conservative enough.
Chief among the hardliners were the members of the House Freedom Caucus, the far-right group of three dozen conservative lawmakers known for stirring up trouble, even among their own ranks.

A deal that North Carolina lawmakers reached to repeal the state’s controversial and costly “bathroom bill” passed on Thursday after a contentious debate — but the compromise has left LGBTQ advocates exasperated, with some calling it “shameful” and an “outrageous betrayal.”
Democratic Gov. Roy Cooper signed the bill into law just hours after the state’s House passed the bill 70-48 on Thursday afternoon after nearly two hours of heated debate.
The state’s Senate passed the bill by a 32-16 vote earlier in the day, after a deal was struck late Wednesday between the state’s new governor, who campaigned on fully repealing the HB2 bill, and North Carolina’s leading Republican lawmakers, who have supported the measure.
