Premiums for the most popular health insurance plans would shoot up 20 percent next year, and federal budget deficits would increase by $194 billion in the coming decade if President Trump carries out his threat to end certain subsidies paid to insurance companies for the benefit of low-income people, the Congressional Budget Office said Tuesday.
The subsidies reimburse insurers for reducing deductibles, copayments, and other out-of-pocket costs that low-income people pay when they visit doctors, fill prescriptions, or receive care in hospitals.
Even before efforts to repeal the Affordable Care Act collapsed in the Senate last month, Trump began threatening to cut off the subsidies, called cost-sharing reductions. He said the health care law would “implode” and Democrats would have no choice but to negotiate a replacement plan. Trump described his strategy as, “Let Obamacare implode, then deal.”

Congressional Republicans moved on Tuesday to defuse President Trump’s threat to cut off critical payments to health insurance companies, maneuvering around the president toward bipartisan legislation to shore up insurance markets under the Affordable Care Act.
Senator Lamar Alexander of Tennessee, the influential chairman of the Senate Health, Education, Labor and Pensions Committee, announced that his panel would begin work in early September on legislation to “stabilize and strengthen the individual health insurance market” for 2018. He publicly urged Mr. Trump to continue making payments to health insurance companies to reimburse them for reducing the out-of-pocket medical expenses of low-income people.
In the House, two Republicans, Representatives Tom Reed of New York and Charlie Dent of Pennsylvania, teamed with Democrats to promote incremental health legislation that would also fund the cost-sharing subsidies.

President Trump’s son-in-law, Jared Kushner, emerged Monday from a private, two-hour-long meeting with congressional investigators and said his meetings last year with Russians were not part of any attempt by Moscow to disrupt the presidential election.
“All of my actions were proper and occurred in the normal course of events of a very unique campaign,” Mr. Kushner said on the White House grounds. “I did not collude with Russians, nor do I know of anyone in the campaign who did.”
He said President Trump won the election because he had a better message and ran a smarter campaign than Hillary Clinton, not because he had help from Russia.

According to the Post, Kislyak told his superiors in Moscow about two conversations he had with Sessions, which included a discussion on policy issues important to the Kremlin. Sessions was a foreign policy adviser to Trump and major campaign supporter at the time.

Sessions originally never disclosed any interactions he had with Kislyak, but a meeting first came to light in March when the Post reported that he met with Kislyak at an event during the Republican National Convention in Cleveland.
