Before 1980, only three times in American history had a president seeking reelection failed to win the nomination of his own party.
Each of these three instances had happened during the tumultuous period just before and after the Civil War.

The House approved a measure Friday that would bar President Donald Trump from launching a military strike against Iran, setting up a confrontation with the White House over the administration’s aggressive stance toward Tehran.
The House proposal – which was added to a sweeping $733 billion defense bill by a vote of 251-to-170 – would bar the Trump administration from using any federal funds for military force “in or against” the Islamic Republic, unless the president receives explicit congressional approval for a strike. It would not bar the president from responding to an attack on the U.S.
The underlying annual defense bill, passed on Friday by a vote of 220-to-197, also includes several other contentious provisions. It would, for example, reverse Trump’s ban on transgender personnel serving in the military and enact a one-year ban on the sale of air-to-ground munitions to Saudi Arabia and the United Arab Emirates for use in the Yemen war. The Trump administration has pushed to bypass Congress in selling weapons to the Saudis and the UAE, sparking a bipartisan backlash.
Sir Kim Darroch resigned as Britain’s ambassador to the U.S. this week after President Donald Trump blasted him for leaked memos showing he told London that Trump was “inept” and “dysfunctional.” But another powerful ambassador who slammed the president in private remains a close ally of the Trump administration.
Yousef Al Otaiba, the well-connected envoy from the United Arab Emirates, has been in frequent contact with the president’s son-in-law and adviser Jared Kushner, and his country is an important node in the Trump team’s controversial relationship with Prince Mohammed bin Salman of Saudi Arabia.
In 2016, however, Otaiba repeatedly bashed Trump in conversations with associates, including an aide to President Barack Obama, according to personal emails obtained and independently verified by HuffPost.
Former special counsel Robert S. Mueller III and two House panels struck a deal Friday to reschedule his congressional testimony for July 24, an agreement that gives lawmakers more time to question the reluctant witness about his investigation into Russian interference in the 2016 election and possible obstruction of justice by President Trump.
Mueller had been scheduled to testify before the House Judiciary and Intelligence committees on July 17 in a much-anticipated public appearance since he gave a short statement following the conclusion of his nearly two-year investigation. The former FBI director is perhaps the one person lawmakers and the nation have been wanting to hear from most.
Instead, Mueller will testify a week later, the two committees announced late Friday, for an “extended period of time.”

The big story of recent vintage in the 2020 presidential race is the struggle of frontrunner Joe Biden. And rightly so! The former vice president has come back to the pack after a searing start to the race — brought low(ish) by a seeming praise for a segregationist senator and a mediocre performance in the first debate.
All true! But the Biden storyline has overshadowed another important development in the 2020 Democratic campaign: A top tier has emerged!

That lead pack has four candidates: Biden, California Sen. Kamala Harris, Massachusetts Sen. Elizabeth Warren and Vermont Sen. Bernie Sanders. Biden remains the nominal frontrunner of the quartet, but Harris and Warren are chasing at his heels while Sanders appears to be clinging on to stay with the frontrunners.

The distance between those top four and the rest of the 200 — rough estimate! — other people running for the Democratic nomination, from an organizational and polling perspective, is real and significant.
The singer R. Kelly, already under indictment in Chicago on state charges of aggravated sexual assault and abuse, was arrested Thursday night by federal agents on charges related to child pornography and other federal crimes, officials said.
Mr. Kelly was taken into custody over a 13-count indictment that includes enticement of a minor and obstruction of justice, in addition to the child pornography charges, said Joseph D. Fitzpatrick, an assistant United States attorney for the Northern District of Illinois. Mr. Kelly was arrested in Chicago.
Federal prosecutors in Brooklyn are expected to unveil a separate indictment on Friday containing additional charges against Mr. Kelly, according to two law enforcement officials.
