The boom began about five years ago, said Kathy Pelzer, a longtime high school counselor in an affluent part of Southern California. More students than ever were securing disability diagnoses, many seeking additional time on class work and tests.
A junior taking three or four Advanced Placement classes, who was stressed out and sleepless. A sophomore whose grades were slipping, causing his parents angst. Efforts to transfer the children to less difficult courses, Ms. Pelzer said, were often a nonstarter for their parents, who instead turned to private practitioners to see whether a diagnosis — of attention-deficit hyperactivity disorder, perhaps, or anxiety or depression — could explain the problem.
Such psychological assessments can cost thousands of dollars, and are often not covered by insurance. For some families, the ultimate goal was extra time — for classroom quizzes, essays, state achievement tests, A.P. exams and ultimately the SAT and ACT.

Authorities identified the suspect as Martez Tarrell Abram, 39, of Southaven. Abram is a longtime Walmart associate who was recently suspended, a company spokesman said.

Abram faces two counts of murder after he fatally shot one employee inside the store in Southaven, the third largest city in Mississippi, and killed an employee outside, said John Champion, district attorney for the 17th Circuit Court of Mississippi.
.
He said the case will be presented to a grand jury which will officially charge Abram. The charges may be upgraded, the district attorney said.
The gunfire broke out Tuesday morning when about 60 employees were in the Walmart, authorities said. The suspect was “well inside the store for a few minutes,” Champion said.

The legislation reduces the penalty for illegal possession of marijuana to a violation punishable by a fine, and allows those with certain marijuana convictions to have their records expunged, according to a news release from the governor’s office. The bill, which will take effect 30 days after becoming law, comes as Democrats are pushing harder to decriminalize marijuana across the nation.

“Communities of color have been disproportionately impacted by laws governing marijuana for far too long, and today we are ending this injustice once and for all,” Cuomo, a Democrat, said.
“By providing individuals who have suffered the consequences of an unfair marijuana conviction with a path to have their records expunged and by reducing draconian penalties,” Cuomo continued, “we are taking a critical step forward in addressing a broken and discriminatory criminal justice process.”

A software engineer in Seattle hacked into a server holding customer information for Capital One and obtained the personal data of over 100 million people, federal prosecutors said on Monday, in one of the largest thefts of data from a bank.
The suspect, Paige Thompson, 33, left a trail online for investigators to follow as she boasted about the hacking, according to court documents in Seattle, where she was arrested and charged with one count of computer fraud and abuse.
Ms. Thompson, who formerly worked for Amazon Web Services, which hosted the Capital One database that was breached, was not shy about her work as a hacker. She is listed as the organizer of a group on Meetup, a social network, called Seattle Warez Kiddies, described as a gathering for “anybody with an appreciation for distributed systems, programming, hacking, cracking.”

Gen. Francesco Gargaro, of the Provincial Carabinieri Command, said the weapon was brought to the country by the 19-year-old suspect, Finnegan Lee Elder.

Gargaro added that some of the wounds sustained by the fallen officer, Mario Cerciello Rega, were “very big, 17 centimeters (7 inches) deep, the length of the blade.”

Rega was killed Friday in Rome shortly after returning to work from his honeymoon. The 35-year-old was attempting to recover a backpack allegedly stolen by Elder and Gabriel Natale Hjorth, 18, after a botched drug deal, say officers. Police said that Elder confessed in the early hours of the interrogation on Friday to the killing.

A gunman killed at least three people and injured at least 15 more after opening fire Sunday at the Gilroy Garlic Festival in Gilroy, California, law enforcement officials said.
An unidentified suspect was also shot and killed by officers, Gilroy Police Chief Scot Smithee said during a news conference Sunday night.
The shooter appeared to cut through a fence to gain entry to the festival before opening fire, Smithee said. Authorities killed him “less than a minute” after he began firing on festivalgoers using some kind of a rifle.
Smithee said a second individual may have been involved in the shooting in some way, but that authorities had no one else in custody. A manhunt is currently underway.
“I have no idea what the motive is at this point,” Smithee added, calling the event a “nightmare.”

Police will canvass in Gillam and Fox Lake Cree Nation over the next 72 hours, Cpl. Julie Courchaine, the RCMP Manitoba spokeswoman, said Friday at a press conference.

The search for Kam McLeod, 19, and Bryer Schmegelsky, 18, has taken authorities about 2,000 miles across Canada’s rural north — from British Columbia to Manitoba — in a case with victims with three nationalities.
.
“Our investigators are also exploring the possibility that the suspects may have inadvertently received assistance in leaving the area,” Courchaine said. “To restate, there have been no confirmed sightings outside of the Gillam area, however we remain open to the possibility.”
