The radar on the F-15s picked up the blip of the transport plane, a DHC-5 Buffalo, 370 miles into Mediterranean airspace. The fighters closed rapidly. They read the tail number, saw the blue-and-brown markings. They were positive they’d found the right plane.
The lead pilot keyed his radio. “Do we have permission to engage?”
It was the afternoon of Oct. 23, 1982. Deep beneath the ground of central Tel Aviv, inside the Israeli Air Force’s main command-and-control bunker, code-named Canary, the pilot’s question played over a loudspeaker. All eyes were on the commanding officer. Everyone expected an order to open fire, but the air-force commander in chief, Maj. Gen. David Ivry, usually a decisive man, was hesitating.
He knew that his fighters had everything they were supposed to have: a positive visual identification, a clear shot in open skies over empty ocean. The go-ahead to shoot down the plane and the passenger it was carrying had come from the minister of defense, Ariel Sharon. Their job — Ivry’s job — was to eliminate targets, not select them.
But Ivry’s doubts overcame him. “Negative,” he told the pilot. “I repeat: Negative on opening fire.”

At least two students were killed and 17 other people were injured in a school shooting on Tuesday at Marshall County High School in Benton, Ky.
The suspect, a 15-year-old student at the school, was taken into custody in “a nonviolent apprehension,” Gov. Matt Bevin said on Tuesday.
The student, who was not immediately identified, entered the school with a handgun at 7:59 a.m., according to Richard W. Sanders, commissioner of the Kentucky State Police. The student will be charged with murder and attempted murder, he said.
A 15-year-old girl died at the school, and a 15-year-old boy died later in a hospital, the officials said.

The Pennsylvania Supreme Court on Monday ruled that the state’s congressional map went so far to benefit Republicans that it “clearly, plainly and palpably” violated the state constitution.
The court, where Democrats have a 5-2 majority, blocked the use of the map in the 2018 midterm elections, ordered state lawmakers to begin to draw a new map.
The suit against the congressional map, which only challenged it under Pennsylvania’s state constitution, was one of the most watched voting rights cases in the country. The ruling could encourage groups to bring similar challenges against congressional gerrymandering cases in other states and bypass a ruling from the U.S. Supreme Court, which is currently considering two cases dealing with partisan gerrymandering.
Pennsylvania has been described as one of the worst gerrymandered states in the country, and analyses have found the map is responsible for at least three additional GOP seats in Congress. Republicans controlled the redistricting process in 2010 and drew the map to give them a considerable advantage. In the 2012, 2014 and 2016 elections they won 13 of the state’s 18 congressional seats, despite just winning about 50 percent of the vote.

The Senate voted 81-18 on Monday to end the three-day-old government shutdown, with Democrats joining Republicans to fund the government through February 8 in exchange for a promise from Republican leaders to address the fate of young, undocumented immigrants known as Dreamers.
“In a few hours, the government will reopen,” said Senator Chuck Schumer of New York, the Democratic leader. “We have a lot to do.”
The House must still vote on the measure later Monday afternoon or evening, but final passage is a formality. The bill also funds the popular Children’s Health Insurance Program for six years and delays or suspends a handful of tax increases that were to help pay for insurance coverage under the Affordable Care Act.
After a weekend of partisan finger-pointing — in which Democrats branded the shutdown the “Trump Shutdown,” after President Trump, and Republicans branded it the “Schumer shutdown” — Monday’s vote offered Republicans and Democrats a way out of an ugly impasse that threatened to cause political harm to both parties.

The Senate voted 81-18 to break the filibuster and reopen the government. Democrats helped advance a stopgap bill after a G.O.P. pledge to continue immigration talks.

Representative Patrick Meehan, a Pennsylvania Republican who has taken a leading role in fighting sexual harassment in Congress, used thousands of dollars in taxpayer money to settle his own misconduct complaint after a former aide accused him last year of making unwanted romantic overtures to her, according to several people familiar with the settlement.
A married father of three, Mr. Meehan, 62, had long expressed interest in the personal life of the aide, who was decades younger and had regarded the congressman as a father figure, according to three people who worked with the office and four others with whom she discussed her tenure there.
But after the woman became involved in a serious relationship with someone outside the office last year, Mr. Meehan professed his romantic desires for her — first in person, and then in a handwritten letter — and he grew hostile when she did not reciprocate, the people familiar with her time in the office said.
