Fresh evidence of China’s slowing economy rocked U.S. stock markets Monday, setting off “violent New Year fireworks” that suggest global concerns will continue to buffet American investors in 2016.
All major U.S. stock exchanges and indexes plunged before opening on news that Chinese factory activity shrank sharply in December, and remained well in the red on the first day of trading in the new year. Middle East tensions, which briefly pushed up oil prices, added to the angst on Wall Street.
The Dow Jones industrial average briefly plunged more than 450 points before making a slight recovery.

The U.S. Justice Department has issued new guidelines that emphasize prosecuting individual executives in white-collar crime cases, and not just their corporations.
Deputy Attorney General Sally Yates, author of a memo outlining the rules for federal prosecutors, was to announce the guidelines in a speech on Thursday at the New York University Law School.
The memo, first obtained by the New York Times, came in response to criticism that the Obama administration had not vigorously pursued individuals in the financial meltdown and housing crisis of 2008-2009 and in various corporate scandals, the newspaper said.
“Crime is crime,” Yates planned to say in her address, according to excerpts released by the Justice Department.

Wall Street woke up to, if not a Black Monday, at least a Blackish Monday.
Markets around the world tumbled toward historic losses amid a toxic cocktail of financial volatility. As the global sell-off hacksawed European and Asian markets, U.S. traders braced for the worst. The New York Stock Exchange invoked the rarely used Rule 48, allowing stocks to open without any price indications.
But don’t panic. The market is already correcting the reverse.
